The Hamilton County Board of County Commissioners is requesting proposals from qualified proposers to provide fully insured proposals for Dental, Vision, Life, Short-Term Disability and Long-Term Disability.

Questions will be due by Wednesday, May 24, 2023. Sealed bids will be received at the Hamilton County Board of County Commissioners, Office of the Clerk of Court, 207 NE First Street Room 106, Jasper Florida 32052, until 2:00 PM, on Monday, June 5, 2023.

NOTICE OF INTENDED EMPLOYMENT
AND REQUEST FOR RESUMES

The Board of County Commissioners of Hamilton County, Florida gives notice of intent to employ a person for the position of WTP-WWTP OPERATOR.

Position manages all monitoring activities to ensure compliance with all regulatory agencies in the operation of its 6/75 Water Treatment and Waste Water Treatment Plants.

Operator must hold a current State of Florida Class “C” certification as a minimum and be able to perform all monitoring and sampling required by the state at both plants recognizing that the minimum presence at each site is 1 hour each daily. Some daily maintenance will be required as well.

Position manages all activities of animal control activity including capture, retention and disposition of animals collected within the county. Position also maintains certifications as necessary and maintains recordkeeping as required by the State of Florida per FS 828 and local ordinance. Must be able to obtain FACA certifications for State of Florida recognition as an Animal Control Officer.

Hamilton County is seeking the services of experienced, licensed, and qualified firms/persons for the removal of all asbestos containing products at the existing building at 1846 HAMILTON AVE in Jennings, Florida, as outlined by a study already performed to identify the asbestos.  The removal plan shall be in accordance with all EPA, FDEP, and OSHA rules and regulations.

Qualifications Statement Title:           Professional Engineering Services
Deadline for Submitting:                     Friday, October 28, 2022, by 4:00 p.m.
Opening Date and Time:                    Friday, October 28, 2022 at 4:05 p.m., or soon thereafter.

In accordance with the “Consultants Competitive Negotiation Act” (F.S. 287.055) the Board of County Commissioners of Hamilton County, Florida will receive sealed Qualifications Statements from qualified individuals or firms to provide engineering and support services for Hamilton County.

Engineering services will include, but not be limited to, planning, survey, design, permitting, procurement, inspection, and construction administration of projects, with a focus on roadway, utilities, drainage, and buildings.  Respondents shall be capable of performing all tasks associated with capital projects, including grant administration, preliminary design and budgeting, facility assessment, investigation, public input, and any other task that may be requested by the Commission.

Consultant shall provide administration of any applicable loan and grant programs and provide planning and engineering services, as necessary.  These services shall be provided in conjunction with any applicable Federal and State programs, and in accordance with the terms defined by Hamilton County.   Additional duties may include preparation of bid documents, prepare/coordinate/monitor contracts, process change orders, conduct pre- construction meetings, construction management, construction inspection of roads, bridges, drainage facilities and occasionally buildings or other structures.  The County will utilize objective criteria when evaluating and ranking qualified respondents. These criteria are outlined in the County’s Request for Qualifications documentation. Engineering fees will be negotiated after ranking, in compliance with the Florida Consultants’ Competitive Negotiation Act.  It is the County’s intent to procure the services of two engineering firms.

The Hamilton County Board of County Commissioners will receive qualifications at the Office of the Clerk of Court, 207 NE First Street, Room 106, Jasper, FL 32052 until 4:00 p.m. on Friday, October 28, 2022. Responders must provide one (1) original and seven (7) copies in a sealed envelope clearly marked: “SEALED RFQ – PROFESSIONAL ENGINEERING SERVICES” on the outside of the envelope. Qualifications will be publicly opened on Friday, October 28, 2022 at 4:05 p.m., or as soon thereafter as possible, for Professional Engineering Services.

This solicitation does not commit Hamilton County to award a contract, to pay any costs incurred in the preparation of a qualifications statement, or to procure or contract for services. The Board of County Commissioners reserves the right to reject any and all qualifications statements received as a result of this request, to negotiate with all qualified responders, to select and contract with more than one consulting firm, to select a consultant based solely on the quality of the Statement of Qualifications, to cancel in part or in its entirety this solicitation, or re-advertise if it is in the best interest of the County to do so.
